  SLSP Goals   

The potential of the livestock sector is realized by improvement of farmers’ livelihoods through better provision of livestock services, especially of disease control, and through enhancing productivity.

  SLSP Objectives   

To strengthen the GOP capacity for strategic planning and management for effective delivery of livestock services by public and private sector service providers.

  Location of the project   

The SLSP will be implemented throughout Pakistan; however, activities will be initiated in focus
districts before being extended more widely. The criteria for the selection of focus districts included considerations of livestock densities, eco-agrological features and provincial priorities. The project covers Balochistan, NWFP, Punjab and Sindh provinces and includes Azad, Jammu and Kashmir
(AJK), the Federally Administered Tribal Areas (FATA) and Northern Areas (NAs).

  Implementing Partners   

The Federal Ministry of Food, Agriculture & Livestock (MINFAL), Government of Pakistan, is the Executing Agency of the project. It is represented by its Livestock Wing and provincial Livestock Departments.

Project Design

The Strengthening of Livestock Services Project was conceived in the early 1990s, as a means to combat the upsurge of rinderpest in the country. The Government of Pakistan’s basic planning document (the PC-I) was revised in 1995 and again in 2004 (click here to view). The European
Union provided grant support for the project, which is the subject of a Financing Agreement that
was signed in March 2002. Implementation started 18 months later (click here to view) in
accordance with an Overall Work Plan and Budget (OWP/B).

Project Objectives

The project’s goal is to assist the Government of Pakistan (GOP) to realize the potential of the
livestock sector, by improvement of farmers' livelihoods through better provision of livestock
services, especially of disease control, and through enhancing productivity.

Its purpose, or specific objective, is to strengthen the GOP capacity for strategic planning and management for effective delivery of livestock services by public and private sector service
providers.


  Progress   

  1. Leadership programme to develop and maintain an appropriate policy and regulatory framework, and strategy formulation has been transferred to GOP.
  2. An operational model for national animal disease surveillance that meets international requirements has been transferred to GOP.
  3. The delivery of livestock services by public and private sectors promoted effectively.
  4. Appropriate systems to generate, manage and communicate information related to livestock are operational.
  5. Effective and efficient Project Management Units established and operational
